Utah State Board of Education Meeting
This week, August 1-2, the Utah State Board of Education will hold their monthly Board meeting.  I will provide an email summary of actions taken following the meeting so that you can be informed of current points of discussion and actions taken. The Utah State Board of Education (USBE) will hold its monthly meeting<https://usbe.civicclerk.com/web/UserControls/DocPreview.aspx?aoid=9> on Thursday, August 1 beginning at 10 a.m. The Board will hold a study session on school fees<https://usbe.civicclerk.com/Web/Player.aspx?id=188&key=-1&mod=-1&mk=-1&nov=0> and hold an executive session on Friday, August 2 beginning at 9 a.m., and will meet as the Governing Board of the Utah Schools for the Deaf and the Blind<https://usbe.civicclerk.com/Web/Player.aspx?id=186&key=-1&mod=-1&mk=-1&nov=0> on that same day beginning at 11:45 a.m. Board committees<https://usbe.civicclerk.com/Web/Player.aspx?id=188&key=-1&mod=-1&mk=-1&nov=0> will meet on August 2 beginning at 1 p.m. These meetings will be held the Board's office, 250 E 500 South, Salt Lake City<https://maps.google.com/?q=250+E+500+South,+Salt+Lake+City&entry=gmail&source=g>. Change in USBE agenda management tool: Beginning with the August meeting, USBE is switching from BoardDocs<https://go.boarddocs.com/ut/usbe/Board.nsf/Public> to CivicClerk<https://usbe.civicclerk.com/web/Home.aspx> as an agenda management tool. USBE's contract with BoardDocs expired and CivicClerk was given the new contract following the normal procurement process. Highlights of this month's Board meeting include:

  *   Consideration<https://usbe.civicclerk.com/Web/GenFile.aspx?ar=140> of a contract with a new assessment company following termination of the RISE contract with Questar during the Board's June meeting.
  *   Consideration<https://usbe.civicclerk.com/Web/GenFile.aspx?ar=86> of the appointment of a Charter School Task Force to look at enhancing financial accountability among charter schools.
  *   An early look at potential policy requests and budget requests for the 2020 legislative session.

Teacher Salary Supplement Program Funds Insufficient

The Utah State Board of Education (USBE) has calculated there will insufficient money available to fully fund the Teacher Salary Supplement Program (TSSP)<https://le.utah.gov/xcode/Title53G/Chapter7/53G-7-P13.html?v=C53G-7-P13_2019051420190514> for the 2019-2020 fiscal year.
It appears the shortfall amount will be just under $900,000. When this happens, Utah Administrative Code<https://rules.utah.gov/publicat/code/r277/r277-523.htm> requires:

If the appropriation for TSSP is insufficient to cover all eligible teachers and certificate teachers entitled to awards, the Superintendent shall reduce all awards by the same ratio and proportion.

USBE has determined that the proportional reduction will be 5.7232 percent. Educators who are eligible for the program have been notified of the reduction and can get more information about their individual payments through the TSSP Service Site<https://tssp.schools.utah.gov/>. Electronic transfers of TSSP funds from USBE to district and charter schools will happen at the end of this month. Payments of the annual, second-semester, third-trimester, and the National Board for Professional Teaching Standards Certification bonus will be allocated in the next available payroll cycle.

How did this happen?

The Utah Legislature recently expanded TSSP<https://le.utah.gov/~2018/bills/static/HB0233.html> to include special education teachers. At the time of the legislation USBE was asked to provide an estimate of the number of new special education teachers that would be added. USBE undercounted on the estimate. This happened because USBE is using the legacy software of Comprehensive Administration of Credentials for Teachers in Utah Schools (CACTUS)<https://www.uen.org/cactus/logon.do;jsessionid=D9447C1843CFBF4323C2C9020860EAE3>. Newer teachers who have a degree in both elementary and special education have both degrees listed in CACTUS. More veteran teachers with a degree in both areas were only counted in the system as elementary teachers. The error was not discovered until veteran teachers began seeking corrections to the CACTUS record for TSSP eligibility. Approximately 200 teachers account for a difference of nearly $1 million.

USBE will ask the Legislature for a supplemental appropriation to fully fund the program. If that request is turned down, final numbers will be established and there will be a reduction to all eligible applicants for TSSP.

Upcoming Health Standards Professional Learning Opportunities (attachment 1)

There are just a couple more opportunities before school starts to attend a training on the new Health Education Core Standards. See the attached flyer for registration information (attachment #1).  The MIDAS course number is 53042.

August 6: Cache County
August 9 Uintah County
August 14: Canyons School District. This training is scheduled for Canyons SD teachers specifically. However, they are allowing any teacher in the Salt Lake area who was unable to attend the June dates to join their teachers. Please contact Jodi Parker directly if you would like to attend this date. She will email you back the location information at that time. She will need a head count to give Canyons SD.
