[Curriculum Directors] Information: Underage Drinking Prevention Program Teacher Training

Greetings,

In response to many requests for information on the Botvin LifeSkills training dates, I am attaching a flyer that outlines the statewide training schedule.  If your LEA has made a decision as to where you are going to implement the Underage Drinking Prevention Program in accordance with 53G-10-406 and who will be teaching the curriculum, those teachers can go ahead and sign up in Midas for the training date that works best for their schedule.  If your LEA has not determined best placement, it may be time to start making plans for next year's implementation.  Craig Zettle with Botvin LifeSkills will still be here on May 8th at Student Service Directors Meeting and May 9th at Curriculum Directors Meeting to discuss the program and implementation.  You can then make the decision and get the training information to your teachers.  Remember, this is a required program with teacher training.  Your teachers will only receive their curriculum if and when they attend the training.  Teachers must register through Midas to ensure a correct count for materials.  If you are unsure what I am talking about, please see below for the original email that was sent.

Please note, there are 12 different training days planned for late May/early June.  I understand that this does not give a lot of notice for teachers; however, we want teachers to have the curriculum during the summer as they make plans for the upcoming year.  For those new hires or teachers that absolutely could not attend one of these planned training dates, there will be a few follow-up training days around the middle of August.  There will also be an online training in the Fall for those who were unable to attend the live trainings (details coming later).  We would like to get as many teachers trained early as we can.  We could really use your support in making this happen by strongly encouraging your teachers to sign up early.

Each site will have concurrent trainings, one for middle school and one for high school, with a limit of 30 teachers in each training.  The training will be a full day from 8 a.m. to 4 p.m, with a 1 hour lunch break on their own.  Teachers will receive 7 relicensure points for attending the full day training.  As some of your teachers will be coming off contract time,  a $150 stipend will be provided.  Teachers will need to request the stipend reimbursement in Midas at the time they sign up for the training.  Pending schedule and contract dates, the stipend may go directly to the LEA.

This is a fantastic opportunity for our teachers to get trained in a nationally recognized prevention program.  Please help support us in rolling out this program by sharing this flyer with the teachers who will be teaching the curriculum and urging them to sign up for a date to be trained.

 My name is Lynette Schiess.  I am the Substance Abuse Prevention Specialist at USBE.  I have been working on implementing legislation from the 2017 session that will affect your LEA.  53G-10-406 states that beginning in the 2018-19 school year, LEAs shall offer a school-based, evidence-based alcohol prevention program, that has been qualified by the advisory council, each year, to every student in grades 8 and 10.  HB 456 (2018) changed the wording to 7 or 8 AND 9 or 10 in order to allow more flexibility for LEAs.
 An advisory council was created and met multiple times.  In our efforts to contract for the programs required under 53G-10-406 we issued a request for information, in accordance with 63G-6a-409. This was open from November 7, 2017 through November 24, 2017. We asked for information from the vendor community on how to structure an RFP and to increase awareness of our intent to contract under the forthcoming RFP. This solicitation event was published on the state's e-procurement system, The Utah Public Procurement Place (U3P). This event was sent to 674 vendors.
 Based on the information we received in the RFI process and the requirements of the law, the RFP was drafted and published on U3P. The event was posted on January 2, 2018 and closed on January 17, 2018. The event was sent to 1127 vendors who had registered in the U3P system.  The proposals were evaluated by the scoring committee against the criteria set forth in the RFP.  Only one of the vendors met all of the mandatory requirements as set forth by law.  The program that qualified is called Botvin LifeSkills.  This program is evidence based with more than 30 peer reviewed and published studies.  Again, by statute, Botvin LifeSkills must implemented in the schools in 7th or 8th grade and 9th or 10th grade.  It is up to each LEA to choose how they want to implement this program.  LifeSkills is a comprehensive prevention program which covers much more than alcohol prevention and can fit nicely into the health classes as it hits many core standards.  I have attached a crosswalk tool that shows which health standards Botvin LifeSkills addresses, along with how it can help with suicide prevention and bully prevention.  All of the LifeSkills materials and training will be provided to you at no cost.  Please start thinking about how you will implement this in your schools and which teachers are going to be trained to deliver the program.
Craig Zettle from Botvin LifeSkills will be here at USBE on May 8th, from 10:30-11:30 in Basement West, and you are invited to attend.  (He will also be presenting to secondary curriculum directors on May 9th.  You do not need to attend both.)  He will present on the program and answer questions that you may have about the program.  I wanted to give you a heads up that this is coming.  Although specific teacher training dates have not been finalized, there will be multiple trainings with multiple locations beginning the end of May.  Teachers will be compensated for their time by USBE if they are asked to attend training outside of contract days.
Botvin LifeSkills has an outstanding reputation for being an effective program in reducing underage drinking among other things.  We are really excited to be able to provide this resource to you.
