Good afternoon,
Today at the Utah State Board of Education meeting, the Board approved, on 2nd reading, the rule amendment to R277-489 changing the Kindergarten Entry and Exit Profile (KEEP) assessment from an LEA self-selected assessment to a statewide uniform assessment to be used Fall of 2017.  This may cause significant change to current practice, so we encourage you to review the rule soon and ask any questions to support your implementation of this rule in the coming months. The amended rule attached provides key information about the KEEP, including testing windows, data reporting requirements, etc.
Also, you will find the Teacher Administration Manual and the Student Materials packet for the KEEP attached.  Please review and share these with your kindergarten teachers.  It will be posted on the USBE website in the coming weeks.  The administration of the KEEP takes approximately 10-15 minutes to administer one-on-one.
In order to support administration of the assessment, USBE staff will be offering numerous trainings between June 6th and August 1st.  Kindergarten teachers are highly encouraged to attend so that they will be ready to administer the assessment when they return in the fall.  Stipends will be provided for kindergarten teachers who attend the Kindergarten Entry and Exit Profile (KEEP) training this summer at a rate of $125.  To be clear, only certain educators are eligible for the stipend.  With limited funding, we are only able to pay for teachers who will be assigned in CACTUS to kindergarten for the 2017-18 school year who attends one of the USBE in-person trainings.  Other educators who are interested in attending, such as district and building level administrators, instructional coaches, etc. are not eligible for the stipend, but are welcome to register and attend.  We encourage LEAs to build capacity and offer training for any eligible teachers who may not be able to attend by sending some key personnel, but we aren't able to financially incentivize such participation.  The KEEP must be administered by a trained, certified teacher.
To register for training, educators can visit OnTrack at http://usbe.truenorthlogic.com. The course # is 65327 and the course title is Kindergarten Entry and Exit Profile Training (KEEP).  We have had over 1300 teachers already register.  There are some sections that are full, but there are still spots open in most sections.  Encourage educators to register soon for greater choice of sessions.  All trainings are from 10:00 am to 1:00 pm.  If you have educators that are not in Cactus and therefore are unable to register in OnTrack, they can email Noralee Green at Noralee.green at schools.utah.gov<mailto:Noralee.green at schools.utah.gov> to get registered.  Attendees will receive one set of KEEP materials to use for future administration as part of their attendance.
In the Teacher Administration Manual, there are also accommodated instructions, as well as the allowable accommodations, for students who may need accommodated instructions or strategies to more adequately assess their skills.  Additional guidelines are available in the manual.  Large print and braille versions are being created and will be ready by the end of June for request through the USBE Special Education Department Assessment Specialist. An alternate assessment for students with significant cognitive disabilities is also in development and should be released in tandem with the scheduled trainings. Details on materials for the alternate assessment will be coming soon. LEAs who send special education teachers and/or general education teachers to attend the alternate assessment training and/or send special education teachers to attend the KEEP training may seek reimbursement from the USBE Special Education Department in the amount of $35 for the alternate and $125 for the full KEEP training. Stipends for teachers who attend USBE summer trainings would need to be requested by September 1st.
Alternate assessment training sessions have been added to OnTrack and are titled "Alternate Assessment Keep Training" in Course #65327. If teachers plan to attend both the main KEEP and the Alternate Assessment Trainings, then they need to register for both sections. Alternate assessment training will follow the main KEEP trainings from 1:00-2:00 pm.  The Alternate Assessment Training dates include:
