Utah Learning Innovation Grant Opportunities FY 2018

We are pleased to announce THREE grant opportunities for FY 2018:

The K-3 Early Intervention Software Program FY 2018

Applications are available to Utah public schools and LEAs



Overview: In 2012, the Utah State Legislature funded the Early Intervention Software Program ("EISP") to support the growth of K-3 students' literacy. For the 2017- 2018 program year, Local Education Agencies (LEAs) in Utah can select from among seven computer-based literacy programs which provide individualized instruction and are designed to supplement students' classroom learning.



Please note the following items relative to this application:

1. LEAs and/or individual schools are eligible to apply.

2. Each school may have up to ONE (a product for K-3) or TWO software products (one product for K-1, and a second product for 2-3).  No more than 2 EISP products are allowed per school site.

3. School requests will be reviewed by the LEAs Literacy Director and the Technology Director for final approval at the close of the application.

4. School requests will be awarded once the 2016-17 fidelity measure are available from the program's external evaluator (projected for summer 2017).  ALL schools are encouraged to complete this request form to be eligible for licenses for the 2017-18 school year.



The full application explains the software available from the current providers, each program's 2017-18 fidelity requirements, and the software's technical specifications for optimal performance.  Additionally, we have included the USBE student outcome data from the 2015-16 program evaluation.  Please consider all of the available information to help inform your software license request.

Note, if your LEA had a plan approved in FY 2017 (All approved plans are posted on the program website<http://www.uen.org/digital-learning/leaplans.shtml>.)this application is not applicable, as you were approved in FY 2017 for a 3-year plan.

The Competency-based Learning Exploratory Team:

Pilot Phase One FY 2018

Available to LEA teams



Overview: The Utah State Board of Education is continuing the innovation for competency-based learning by establishing a Competency-based Learning Exploratory Team - Pilot Phase One opportunity for public districts and charter schools for the 2017-2018 school year.  This exploratory team builds on the Competency-based Learning Amendment (S.B. 143, http://le.utah.gov/~2016/bills/static/SB0143.html) that was passed in the 2016 General Legislative Session.  This statute calls for the establishment of a review committee to support the Competency-Based Education Grants Program consisting of grants to improve educational outcomes in public schools by advancing student mastery of concepts and skills through the following core principles:

■       student advancement upon mastery of a concept or skill;

■       competencies that include explicit, measurable, and transferable learning objectives that empower a student;

■       assessment that is meaningful and provides a positive learning experience for a student;

■       timely, differentiated support based on a student's individual learning needs; and

■       learning outcomes that emphasize competencies that include application and creation of knowledge along with the development of important skills and dispositions.



This competitive grant allows LEAs an opportunity to join an exploratory team to conduct site visits during 2017-2018 to help inform the Utah pilot program creation and the application of competency-based learning best practices to your own LEA.



Requirements:

As per Utah State Board of Education Rule R277- 712 (https://rules.utah.gov/publicat/code/r277/r277-712.htm) an LEA must apply as an exploratory team of at least 4 individuals for the Pilot Phase One 2017-2018 and include the following:

*         the school district superintendent or charter school executive director; and

o   the LEA's curriculum director; or

o   the LEA's proposed competency-based education program manager.

*         A member of an LEA's local school board or charter school governing board and other staff identified by the applying LEA

*         A member of school building administration
