GFL Teachers:

I would like to provide you with some up-to-date information about the status of the General Financial Literacy endorsement.  In the 2014 Utah Legislative Session, SB 40 was passed which required implementation of a teacher endorsement in GFL that includes course work in financial planning, credit and investing, consumer economics, personal budgeting, and family economics.  To this end, we have established a GFL endorsement that you are all becoming familiar with.

In the December 2015 State Board of Education meeting, it was directed that we also develop a competency-based endorsement process for GFL.  Competency-based endorsements are a new process for USOE and it will take some time to establish the requirements, review processes, etc.  We have a committee already working on this project and hope to have information and a process ready to share with you by April.

In the meantime, the current endorsement is still available and can be used as a route to earn your GFL endorsement.  We plan to have both endorsement processes available to earn your GFL endorsement in the future.  Each applicant will need to make his/her own decision about continuing on with the current endorsement coursework or to wait until April for the competency-based endorsement to be released.  The GFL endorsement requirements go into effect this fall 2016.  This means that anyone assigned to teach GFL will need to be on a state-approved endorsement plan or have the GFL endorsement completed.

I am happy to answer any questions and provide any information that I can for you.  I will be working closely with the GFL competency-based endorsement committee as we proceed in this work.  Thank you for your efforts with Utah's students and for the important work you do.
