This topic is on the agenda for discussion the January 12-13, 2017 USBE meeting.  You will be able to find additional details, when posted, in advance of the meeting at https://www.boarddocs.com/ut/usbe/Board.nsf/Public.  You are invited to attend in person, or provide written input to the Board.  Any input received by me will be provided to the Board during the committee discussion.

The Utah State Board of Education (USBE) currently has one high school diploma option (i.e., Regular High School Diploma) for students who have met all state and local graduation requirements (R277-705).  R277-700 allows an LEA to modify (through documented IEP team decisions) graduation requirements for a student with a disability, if those modifications are with the same intensity and rigor.  Students not meeting those requirements may receive a Certificate of Completion.  Under the Every Student Succeeds Act (ESSA), a Regular High School Diploma may not be awarded to a student with a disability who does not access grade-level instruction or meet graduation requirements; or receives instruction through alternate achievement standards (i.e., The Essential Elements).  As this requirement is inconsistent with current Board Rule, it is recommended that the Board review and consider revising and/or adding to existing graduation options for students with disabilities.

Attached is a recent report on national graduation options for students with disabilities, and two documents that summarizes the issues and possible options, as well as pros and cons of the options.
