 1.   EPA Administrator Wheeler Appoints New Members to the Farm, Ranch, and Rural Communities Federal Advisory Committee. Administrator Andrew Wheeler announced the appointment of thirty-three members to the Farm, Ranch, and Rural Communities Committee (FRRCC). Five of the 33 members hail from Region 8. The FRRCC was established in 2008 and provides independent policy advice, information, and recommendations to the EPA administrator on a range of environmental issues and policies that are of importance to agriculture and rural communities.  2.   EPA Celebrates 50 Years of Protecting Our Nation's Air. On June 8, 2020, EPA released its annual report on air quality, tracking the nation's progress through 2019. "Our Nation's Air - EPA Celebrates 50 Years!" documents remarkable improvements in air quality across America since 1970, and particularly over the last few years under President Trump. From 2017 to 2019, the combined emission of criteria pollutants and their precursors dropped 7%. 3.   EPA Releases WRAP Matric on Eligibilities for Water Ruse in CWSRF and DWSRF. This is the culmination of a year-long journey in collaboration with partners across the water sector to help drive a safe, sustainable, and resilient water future. Included in the WRAP is a series of milestones focused on the Clean Water State Revolving Fund (CWSRF) and Drinking Water State Revolving Fund (DWSRF) and the ability of these programs to fund water reuse projects. Because water reuse encompasses a variety of practices with different source waters and end uses, it is important that EPA clearly define the eligibility of water reuse projects across both programs. As the WRAP moves forward, the SRF programs will continue to be engaged and will release information on past performance in support of water reuse projects as well as a report on best practices for state CWSRF programs and water reuse. In addition, the DWSRF program plans to update their Eligibility Handbook to further clarify eligibilities available for public water systems.


 4.   EPA Orders Amazon and eBay to Stop Sale of Certain Pesticide Products. Protection against coronavirus among false or misleading claims. On June 11, 2020, the EPA ordered Amazon Services LLC and eBay Inc. to stop selling a wide range of pesticide products. These products are unregistered, misbranded, or restricted-use pesticides, and pesticide devices that make false or misleading claims. As two of the largest e-commerce marketplaces, both companies oversee millions of product listings, thru either direct or third-party sales. The products subject to EPA's orders also include several products that are marketed with false or misleading claims of efficacy against the novel coronavirus, SARS-CoV-2, the cause of COVID-19. Despite those discussions, Amazon and eBay have thus far failed to consistently keep unregistered, misbranded, or restricted-use pesticides, and pesticide devices off their websites. EPA's action prohibits Amazon and eBay from distributing, selling, or offering for sale the products listed on the tables attached to the stop sale orders. None of the pesticides in the Amazon order are registered with EPA - which is a requirement for sale in the U.S. - and thus did not undergo a rigorous scientific process to ensure effectiveness and safety. Products that have been properly registered bear EPA-approved labeling evaluated to protect users by giving important information on safety and use. In addition to unregistered pesticides, the eBay order includes pesticides classified for restricted use. It is unlawful to sell these types of products to the general public because they have the potential to cause injury to human health and the environment without additional restrictions.  6.   EPA Providing Excess PPE for Fighting COVID. On June 11, 2020, EPA announced that it is working with FEMA to transfer an additional 22,000 pieces of excess personal protective equipment (PPE) to emergency and health professionals on the COVID-19 frontlines. The Agency maintains a supply of PPE for mission-critical work such as the laboratory work conducted at EPA's Environmental Science Center at Fort Meade, Md., as well as responding to emergencies. EPA's Mid-Atlantic Regional Office partnered with EPA's Office of Chemical Safety and Pollution Prevention's (OCSPP) Microbiology and Analytical Chemistry Laboratories to identify excess personal protective equipment after assessing how much equipment would be needed to support EPA's essential functions. Among the items are protective disposable gloves, eye protection, lab coats and full-body protective coverall suits. EPA will donate excess equipment while still maintaining its emergency response readiness.

  *   About EPA's Microbiology Laboratory: Located at Fort Meade, Md., the laboratory is responsible for the standardization of existing test methods and the development and validation of methods for new uses and emerging pathogens for antimicrobial products with public health claims-products used to kill or suppress the growth of pathogenic microorganisms on inanimate objects and surfaces.
  *   About EPA's Analytical Chemistry Laboratory: Also located at Fort Meade, Md., the laboratory provides EPA's OCSPP with scientific, laboratory, and technical support through chemical analyses of imported products and other materials for pesticides and related chemicals.

 8.   EPA Releases Guidance on Pesticide Safety Training Requirements During COVID-19. Agricultural workers and pesticide handlers directly support the nation's agricultural production and food supply and EPA is committed to ensuring they are protected from workplace hazards. EPA has released guidance regarding the annual pesticide safety training requirements outlined in the Agricultural Worker Protection Standard (WPS) that offers flexibility during the COVID-19 public health emergency. The Agency is aware that COVID-19 may make it difficult for agricultural employers and handler employers to provide WPS pesticide safety training or hire agricultural workers and pesticide handlers who have been trained in the last 12 months, as required by the WPS. In response, the guidance aims to inform agricultural employers and handler employers of flexibilities available under the WPS to allow continued protection for employees and agricultural production:

  *   EPA encourages in-person training if workplace protections to maintain a healthy work environment are able to be implemented. For example, an employer may be able to provide pesticide safety training outside, in smaller than usual groups with well-spaced participants.
  *   Alternatively, WPS training can be presented remotely, provided all WPS training requirements are met.
  *   The employer is ultimately responsible for ensuring the training meets all requirements outlined in the WPS. For example, the training must still be presented in a manner the trainees can understand, in an environment reasonably free from distractions, and cover the full training content using EPA-approved training materials.
  *   Once the training ends, the employer must document successful completion under a qualified trainer.

On June 18, 2020, the EPA announced a new tool that assembles publicly available water quality data into a user-friendly package that provides information on the quality of our nation's waters at the community, state, and national level.
